Humans and rebelling angels now called demons, are being allowed to see that their various forms of government fail. From hurtful things that the law does nothing about all the way to universal matters like death.
Once enough attempts are struck off the list the point will be made and the precedent set for why do things God's way. Then all will be set right again.
People will still be able to choose to do evil after that point, but they won't get to go as far with it nor have the excuses like now (i.e. "I didn't know")
