Remember, she, Kerry and McCain were all talking "war with Russia, war with Russia" in the run-up to the election. Trump was a four year obstacle in their path. This is why they tried every dirty trick in their book to oust him from power. This is also why, incidentally, the deep state in the UK tried everything in their power to undermine Brexit and delay it (which appears to have worked, we're already reintegrating back into Europe).
But because they're on a deadline they're now having to rush things which means everything appears very inorganic, clearly orchestrated and sloppy.
