Well, the 伊吹 (Ibuki) part is the common Japanese last name.
Then the 萃香 (Suika) part is the fusion of the character 萃 (sui), meaning "to collect/gather" and 香 (ka), the same character that appears in 香り (kaori), fragrance, and 香水 (kousui), perfume.
I don't think it means anything, really. It's just a name made of two kanji put together without building any specific image.
