Theoretically: How do you keep the timer powered for 10 years? Plus you would need to account for degrading of the explosive, and the fact that it would have to blast through the concrete foundation and still have enough strength to cause additional damage. In a realistic scenario you would probably only cause minor damage to the bottom floor of the building injuring whoever was in close proximity to the blast.

The timeline is your only real flaw in this theoretical plan, but it would be an interesting idea.

Big li-ion batteries could easily power a modern microcontroller for decades. I'd put several timers and batteries for backup just in case though.

But at this point you need to figure out the intended outcome on this theoretical happening. Are you just trying to make a boom and some smoke or are you trying to cause real damage? We are looking good if you're just trying to put on a show, but real damage would probably be better to put it in the actual structure rather than in the ground.
