I crashed my car (in the US) and was fined. Is this normal in countries around the world?

depends on the type of crash and what you may or may not have smashed into. If it could be ruled as negligence on your part, then yes, expect a fine, retard.

In other countries people ride the bus or train but they do crash but probably do not pay any fines and find some way to blame it on someone else

Insurance doesn't cover fines, which is the subject of this thread. You can get a citation for reckless driving or whatever and pay hundreds to thousands and even face jail time, depending.
