Because if you do decide to help and some faggot cop gets offended, you end up in jail, plus the civilian responsibility that the kids parents can sue because you touched the kid or smthing or maybe the kid is nigger and you didnt help enough because of racism so hatespeech etc etc.
Bottom line is that i really hate to say it, but chinese bug did the right thing, and it is the same in estonia, it is just smarter not to interfere and claim ignorance - didnt see anything, didnt do anything dont know anything etc. Legal liabilities increase tenfold if you help a drowner.
Its a modern degenerate world we live in sadly.
