For something to be fighting words, it has to be directed at a specific person, and it has to be likely to lead to acts of violence to the person it is addressed. Calling someone a nigger would likely fall under fighting words you intended to provoke lawless action. It would probably be better to wear a T shirt or hold up a sign that says something along the lines of "I hate Niggers" or "Kill All Niggers" in the hood and then wait for somebody to attack you since you could claim you were making public speech. The Westburrogh baptist church would often hold up signs like "God Hates fags", "Fags go to hell", ect at funerals for gay people and they didn't get in trouble for fighting words because they weren't addressing a specific person, they were making a politcal statement.
