The problem is that in an anonymous online space there is no way to fully track these offences, especially considering the existance and frequent utilisation of dynamic IPs.
In other words, if those niggers didn't turn airplane mode on and off each type their IP got a mark on its 'criminal' record, the mods might have been more forgiving, using the presumption of innocence.
