As for Cirno/Leaf Girl and even Kagari, they might not have been made whole-cloth like Simon or Borche, but their context on /bant/ is divorced from their original sources in much the same way that Pepe is no longer associated with Boy's Club. They aren't new, but I can tell you /jp/ would never make something like this.
And newfags accuse Borche and Simon to be not!pepes, whatever that means, anyway. There's no pleasing those people.
