I wont bullshit you, south americans will likely have a bit of a battle ahead of them. You would have to prove you can provide decent quality of life for them.
My information may be outdated, but there was a slim chance Korean women would fuck a darker skinned person when I was there. It would be an uphill battle regardless of any cultural changes that have occurred since I was there.
