Probably because it's not hiding behind a facade. They just hold a gun to your data and demand a payment. No story or smokescreen, you know exactly what you're dealing with.

At least then you know when you're in deep shit. Tech support scammers try to act like your friend before they bilk you for everything you're worth. People feel more incensed when their trust is taken advantage of.
