Nobody is certain if the soul is "asleep" and wakes up at the time of Jesus' 3 days of preaching to the dead, or wakes up at the end of the age of earth, or doesn't "sleep" at all. But there are passages which suggest this.
Nobody is certain if people who never hear the Gospel and die today are present during Jesus' 3 days of preaching to the dead, implying time is warped or non existent once the soul departs the body.
With that being said, it's possible the rich man in Luke 16 had already experienced judgement and was cast into the lake of Fire and from his perspective it happened recently, despite it being a future event from our perspective.
Or maybe Sheol does have places of torment that the Old Testament doesn't mention.
At any rate, it's still wrong to say Jesus went to hell to preach to the Saints and it is a common mistake to say so. Hell in English is the place of eternal punishment for those who willingly reject God. Saints would never be there. The NT says Jesus went to hades, and hades is a Greek translation for Sheol, and Sheol has many many characteristics God has decided are not important enough to explain, assumingly because they're just not theologically relevant.
