personally i was not highly successful with cold approaching despite having done it a lot. however i did develop the ability to read people's emotions (i have very low level autism + inattentive adhd) and build rapport and trust. I transferred those skills to normal day-to-day interactions and eventually had relationships, and of course positive, wholesome, healthy friendships with a lot of people.
I suspect you have a problem with your look; not necessarily your facial appearance but actually the entirety of your package. You don't look trustworthy or "high value" (cringe term, but real). I know legit programmer type dudes who are massively socially autistic, but they upped their appearance (buff + trendy clothes) and that increased the short term success.

Apps like Tinder simply supplanted a lot of old-school cold approaching, which was a fairly novel thing to do in English speaking countries in the last 30 years; where as countries like France men used to approach women naturally without "pua".
