Biological (racist) copers will say that only certain races are capable of progressing to civilization, so Africans don't count.
Environmental (marxist) copers say that Africans are being prevented and limited by outside forces, so Africans don't count.
These are at best half-truths. The bigger truth is that the assumption is wrong. Many conditions and factors are required to get the specific liberal industrial civilization characteristic of the first world. It doesn't happen naturally, and it isn't simply a matter of being the right race. It isn't even very well understood considering most attempts to consciously create a liberal industrial society have been failures.
