You sort of follow it out and say that all unobserved states exist simultaneously in all their potential states and only collapse when observed. So if you are some sort of spiritual cosmic "pilot" external to this state collapse, you could "steer" between potential universes.
There's no evidence that anything works this way, it's just a fun thing that people enjoy thinking about.

So, while it would be cool if quantum mechanics was real (keep in mind, for quantum mechanics to be a complete theory, it must be "complete" this is one of the rules of QM, there can be no hidden variables) -- it is also very likely that it is not complete and therefor totally useless and all this shit that we derive from it like thought experiments about undead cats and multiverses are pure fucking nonsense.
