I don't have her myself, but reading through her EX's description, she fires three grenades, and each deal 2.7sec of stun. The other bit reads she deals 5.3sec if the target already has CC effects on itself, but doesn't read each grenade, although the devs might think we have figured it that way to make it more compact and less repetitive on the text.
So far, HOD hasn't seen a rerun as a proper Raid, while I can't see to find any footage of when he ran on JP's Grand Assault, so probably you still wanna run Kayo for the time being. I will give her a test once HOD runs on GL's Grand any way. I'm intrigued to see if she's better than Kayo now. Probably most of the footage on YouTube is aimed to be F2P friendly, or mostly new players who started after sChise's original run, too.

Even if you can't 1T him, the most optimal T2 run from JP is actually two sHanakos. Ichika and Kasumi are just there for TOR bodythrowing. Don't bother with TOR until T9/T10 release, though. Don't let Hiero's rerun fool you. He's the easiest raid, any way. 1T TOR was bound to happen. Just wait for TOR to be more accessible, that's it.
If you're aiming for INS on Kuro, go for Atsuko if you wanna, but if you're missing Shun and Cherino, I can imagine you might lack other essentials like Ako/Himari, etc.
