You'd think that living in a place that has to deal with hurricanes on a yearly basis would incite the american government there to undertake some measures in order to prevent flooding that will work on the long term. Yet everytime a hurricane arrives it seems to come as a surprise to the american people. I remember the sea dikes "defending" New Orleans were utter shit at the time hurricane Katrina hit and some people were aware of this beforehand. It was bound to happen. Are the floodings in Houston another result of the apathetic attitude of americans towards their water management?
