I believe it starts to do this if you consume a lot of content on a particular subject, a) causing it to eventually run out of new content to suggest from popular accounts and b) thinking that you won't mind being shown less popular accounts because you're interested enough in the subject to not be turned off by the comparatively low production values

My recommendation bar almost always has one video from some literal-who with under 100 views.
They probably do it to give everyone a small taste of exposure, it's possible the video makers are paying to get a little more exposure.

I can hardly even stand videos on topics that are in my comfort zone. For example if it's engineering, machinery, or science/math, but the speaker is a woman or man with a lispy voice, I ain't listening.
