The HRE was a bulwark of normalcy across the western world for basically since the beginning of people's collective memory. Was it too inefficient to organize by the time the 19th century came around? Probably, but how is that a problem at all, and something for you to get mad over?
You're saying a country "shouldn't exist" for reasons that only concern itself? That is just straight up nonsense.
If anything you could argue it was a mistake for specifically Germans to not have had a unified country for long, but this also had it's advantages throughout history, otherwise maybe wars and other pillages might've been directed against more of german lands, basically confusing the enemy with an overload of bureaucracy.
Of course eventually Napoleon overran them with an actual standing army which is why it stopped existing but it didn't exist for so long because of how inefficient it was.
