So far from just the dollar store, recently only, I got a fairly aggressive metal rasp, a hacksaw and some pliers, all for a total of 10 dollars. most of my other tools are either stolen from my parents or salvaged trash, and are mostly suitable to do basic woodworking and repairs on mechanical stuff
a tune-up on a bike at a shop is between 20 and 40 bucks; you can offer to do it for that much and probably get sales, if you can learn to navigate a bike. luckily, google is free so most basic repairs you can look up, try on your own bike or a friend's to master, and then offer your services For Money
I actually once, just for market testing, offered "Guerilla Bike Repair" where I'd arrive to a person's house to repair their bike. the offer was either I do whatever is within my power with no spare parts (other than tire patches) and if parts are absolutely required, the visit is free, no penalty. most common issues are just tuneable parts or failed parts that can be nigger-rigged back up, and I did get emails from people who were willing to pay the basic prices i listed (basically 40 bucks to go out and bring a disused bike to generally good condition for a new season and get the brakes tight, tires inflated and patched, etc.)
2 euros is not significant capital but with a 20 you could probably get some hand tools, or some paint, or something, and start doing at least hobby work. you wont make money, but the first step to making money at something is to learn how to do something
