Wouldn't it be better for equalists to try to land a bender spouse, so their kids can bend too? Imagine the stuff we could build as earth and metal benders, so essentially free housing, imagine that water benders never grow thirsty, so free water, imagine that firebenders never grow cold, so free heating, and I guess airbenders could clear rooms air out quick, so free air conditioning, also all sort of bending could create renewable electricity, it would be civilisationally stupid to waste such talent away, and only selfish control freaks, or spiteful and fearful non-bending weaklings would want to do so. Also it's not like bending halted technological developement, see how much their world progressed in a few generations.
