The riff is the same.
If someone wants to, they can draw lines between Punk and Metal. This is Punk, this is Metal. And then do the same with each band, this band is more punk, this band is more metal, etc etc.
But you don't have to do that. Grunge was one of many types of Punk-Metal. It becomes much much easier when you do it that way.
There isn't any reason to call it either punk, or metal, or a little of both, or whatever you want to do with it, if you can just say this is "Punk-Metal".
Rock vs Not-Rock. And most things are considered rock, have some rock in them. The Eagles. Country-rock. Etc.
Hard Rock vs Not Hard Rock.
Indie Hard Rock vs Radio Hard Rock.
And Punk-Metal is a type of Indie Hard Rock, or nearly synonymous with Indie Hard Rock.
Where does Sonic Youth get classified, or Dinosaur Jr?
Grunge came from the late 60s and early 70s.
The first band to be called Heavy Metal was Sir Lord Baltimore, in Creem in 1970-1.
The kind of metal, the kind of hard rock, that was influencing grunge, was Blue Cheer, MC5, the Stooges. Late 60s, early 70s.
