The short is answer is that anyone capable of "changing things for the better" in India has no incentive.
Here's what evil people have in front of them: a nation who's religion tells them that if they suffer, they deserve it, and a population that largely believes this. They are a nation of incredibly poor and desperate people, 2nd lowest IQ on the planet + they willingly eat shit. That's the one insult you'd think is global but no, they do it willingly.
For good people, they'd have too fight their religion, their caste system, their lack of education, their lack of HYGIENE (assuming they stay on the premise) and that's not even mentioning all the people who like things to stay "just the way they are".
An indian will either work for the fewest of pennies and think s/he is "winning" or be an authority-starved idiot who will work for pennies as long as they can have someone else below them.
I don't know if their caste system made them this way but from what history you may check, it was invented because indians were already stupid and the smart people had to keep them away from the cow ranches somehow; religion was just an easy pick.
>tl;dr
Anyone remotely "good" in the Western sense of the world will likely see India as a lost cause and flee.
