But having an influence is not the same as decoding the symbolic information encoded in the waves. If you look into the end of a fiber optic phone cable, you can see light but you can't understand the coded signal being transmitted. So somebody can blast commie propaganda at you via radio, and it might modulate your brain function in some way, but you are not going to understand what is being said.
