First off, never use a wojaks again. Thinking continueing intentionally garbage content for the sake of recognizability isn't just something that greatly pisses me off, but will unintentionally group you into those others have interacted with in the past.
Second, Local Business. People don't want to be interrupted at the farmer's market or in the city/town library, but what you do is you meet people on their job at other places that give the opportunity for more than a hello. A bar has social expectations, you order an expensive drink the bartender feels obligated to answer any questions even personal ones. Have a creative hobby? That's an incredibly easy in as even just discussing about materials allows strangers to judge your skill and carry an air of respect for you if you do show knowledge or similar interests. You collide with people you met at these other places and they recognize you, from there similar interests are what slowly glue you together.
Third, being cultured. You go find your real movie theater, somebody somewhere should have a smaller projecter somewhere, you have an art gallery, or know a good band to go to a concert for it's easy shit.
Fourth, having a lot of money let's you meet the same killers at monthly and annual events.
