it shouldn't be surprising that the most technically developed region with the best digital privacy laws would be host to the most illegal digital content.
also theres the issue of countries that are actually fighting cybercrime finding more of it. as you can imagine india the middle east and africa dont have the brain power or technology to host illegal content let alone track the criminals posting it
