I've seen the hatman, but not in any relation to the gate program.
I saw him after purposely overdosing on allergy meds (DPH). It's not a threatening presence, but you can tell you're being watched. He never really speaks or moves, he just stands while his shadow clothes blow in the wind. No face either.
