The Constitution holds a pretty clear statement who is writing.

And later, in the 9th and 10th Amendments, it pretty clearly outlines, in case you didn't happen to read all the same books the immediate author's did, that The People are Empowered at All Points, with All The Powers the Federal gets to borrow to affect institutional agency on The People's behalf.
At no point does the lending of power, supplant all inherent power or responsibility from The People.
