If you're talking about the USA, that's because the USA does not have a long history of pogroms and such. It is a society based on individualism.
Old countries like those in Asia or Europe have enduring and somewhat more developed social group structures.
Think tribal politics. To engage in action, you first need a leader.
That leader then proposes that for your tribe to prosper you have to attack the other tribe.
Or maybe he suggests that to disincentivize antisocial behavior, you harass those guilty of it.
Think Singapore.
Say you want people to stop littering. All you have to do is make the people responsible for littering into the out-group.
Party A vs Party B. It's all groupthink.
This is all mostly nonsense to Yankees, because they do not have a genetic predisposition towards those social dynamics.
That's fine if you are one people... but if you have many different peoples...
Instead of understanding those social dynamics on a genetic level, they just have the law. The law is the rule of the land.
It is now applied "sporadically and selectively". They do not really understand what is happening to them.
If the law does not hold the answer, neither do they.
They do not have the will to redefine themselves.
Why would we attack each other? We're all individuals, so we're all of the same group. That's the line of thinking.
