The only way to 100% "end" border crisis is to order for immediate deportation upon getting caught, because unless they spend billions by year on border security, coyotes will always find a way for the migrants to pass, even with walls and BP patrols on duty, not to mention that actual illegals won't even surrender themselves to BP to ask for asylum, so there's no way to work with them. An agreement with the mexican government could be effective but working with the mexican government is almost impossible due to being controlled by cartels who have a whole industry on robbing and trafficking those migrants.
If it's Biden's fault I'm not sure, but when Trump was president, only migrants with confirmed sponsors in the US who passed by an interview could ask for asylum at the border, and it was taken seriously at the time, now with Biden, they can just cross the border, ask for asylum and lie about having a sponsor, because ICE/BP doesn't even bother to check or interview said sponsor anymore.
By the way, the supposed "full border closure" that Biden did some weeks ago isn't fully effective, as I said, coyotes find ways for the migrants to cross and BP's job is to detain them, interview them and then release them to local shelters.
One thing that is not covered in media is the CBP-1 process, which is an app a migrant can use while still at the border in Mexico, which allows migrants to make an "interview appointment" at the border, which Biden claims is the "legal way to enter" but they are put under the same migrant system as those who crossed without an appointment and surrendered to BP.
