I mean, the Human Village is the hub for most things and works on a pre-modern roadplan so everything is built relatively close together. Youkai mountain and its various settlements don't need (or want) human travelers and its youkai have a faster mode of travel in individual flight. All the smaller areas are inhabited by people with faster modes of travel. the SDM is possibly the only place that might make sense to drive to, but there are few reasons for people to visit most of the time. It makes no sense to have public transportation.
