It has to not just be large but be in a shape that compliments the body, and also needs to be framed properly. Those high waisted outfits like the one in your post will make any ass look like shit by making them appear taller. Although a taller ass is in theory larger, as mentioned, size isn't everything. A taller ass will have less "impact" and defining shape than a compact ass, so is actually unpreferable. For example, where does her waist end and her ass begin? It's not really clear. Some might view that as great, that means it's all ass, but I say it's the opposite, it comes across as no ass.
