Whereas Ryan favoured the Privilege, and Fountaine directed himself towards the have nots, Lamb's focus was people who are more socially conscious or collectivist. This includes people who felt excluded by Ryan but not necessarily felt like they were at the bottom rung of society. Sometimes these people just needed a place to be among people like themselves.
Lamb's part of Rapture isn't built on improvement, it's built on a desire to conform to unity. While they're all violent drug addicts, I can't recall a time where they kill each other, they sort of exist and praise Lamb as their mommy god and try to maintain what's left of society/infrastructure while not building upon it.
It serves as a good critique against a generic socialist society. Sure, there is an aspect of unity, but it doesn't grow leaps and bounds like the capitalist society does, but it also doesn't really collapse like a society of rampant individualism does.
