As you've said there are bureacrtic walls (and not only in the car space sadly) that make car hobbies prohibitively expensive for most.
Deregulate the sector. Thats the answer imo. Youll end up with the same cars being more affordable, less disposable income that goes there and therefore increased standards of living all around.
You notice similar issue in many other sectors, and it's sad.
But then, once you deregulate cars (if you can even do that lmao), and emission standards for them, you'll have people suing Switzerland because muh emissions like it recently happened, green party whines and rallies followers of Adam something and other retards, and government will regulate once again not to be slapped on the wrist.
