MP here. It doesn't matter if you notice or threaten to not comply. We are training non-stop for non-compliance. You will be drafted or you will die and if you won't be given a weapon until you're on the front lines and surrounded by only other conscripts. So the only people you'll have access to hurting are other draftees.
Ukraine has been revolutionary in conscripting strategy. There isn't prison any longer for non-compliance, just a bullet to the head. We found out early that when we make examples of dissidents that others fall in line quickly.
In America we have pioneered drones that can breach apartments and houses and kill anyone inside with minimal risk to our MP personnel. This is where we have concentrated most of our training in; Breaching dwellings with drones and killing the occupants. American civilians are only armed with rifles which are not a threat to our drones, MRAPS or APCs so this is going to be really fun.
