You assume the baseline challenge of game X (in this case NV) is already fair. But if someone considers it unfair, then an adjustment in their favour simply achieves the fairness that wasn't there. Saying "in their favour" doesn't mean you have to tip the balance all the way to the other side, it can be just a small compromise, whatever is needed to bring the two sides closer to equal footing.
