idk much about residential ac buts it's the same as car ac but bigger and not powered by an engine. the fan motor in the top of the ac unit wasn't spinning which means no airflow/cooling over the condenser which means the compressor becomes useless and there's no phase change in the refrigerant, and no phase change means it stays in a gaseous state through whole system which means no cooling and potential overheating of the compressor and/or system overpressure
refrigeration is super weird but the reason it works is basically the same reason that small propane bottles get frost on them during use
