Either way it's horribly antiquated.it's because of some antique code where the heated water was stored in an environment that facilitated bacteria growth, so they had to have separate lines for hot and cold.
cold was considered potable and safe to drink, and hot was considered unsuitable for human consumption.
they all have modern heaters nowadays, but I think the code remains the same (I don't live in the UK so I dont know if the code has changed or not, but it was still like this everywhere last time I went, which is like 15 years ago)
of course, this is only UK and Ireland AFAIK, the rest of europe doesn't do this
