I do agree with you that the timing is all over the place. Banners do not follow this policy. They start at 3:00 on Tuesday and end at 2:59 also on Tuesday one or two weeks later, depending on the banner's duration, meaning they start at the same time raids open, but they last way past the Monday to Tuesday reset, unlike raids which close on Monday which is the day prior that they open.
The easiest way to keep track of it all is by remembering that everything in this game starts on Tuesday at 3:00. This applies to banners, events, raids, etc. and at 6:00, the PvP coins reset.
All times given are on UTC+1. Just convert it to your time zone. At least in NA you have one fixed time zone depending on your zone the entire year. In Europe we need to remember this always because Nexon is retarded and forget Europe has two time zones (UTC+1 for summer and UTC for winter.) Everything goes an hour back on the last Sunday of October, including the game's servers, but this is never reflected in-game visually. Everything will still say 2:59 or 19:59 when in reality the hours are 1:59 and 18:59 between October and March.
