They could've implemented it. Sony subsidised the DVD drive, which was still way too costly in 2000, with their home video sales, and indeed most of those millions of sales are in homes where people bought it strictly as a DVD player which also happens to play games.
Sega could've done it sooner, but the DVDs would've been too expensive, and they couldn't leverage a home video division since they didn't have one.
Sony did exactly the same thing with Blu-Ray in 2006, which wouldn't have happened if it didn't have full HD movies to shill.
I still idyllically wish Sega bit the bullet and used DVDs in 1998.
The second joystick is a no-brainer though like Jesus fuck, the biggest complaint with the N64's games was that the camera controls fucking sucked in every 3D game and a second stick would've solved it.
The DualAnalog was released for the PS1 in April 1997, the DualShock in November 1997.
