1. /a/ is a board where you are supposed to discuss anime. People don't want bad threads about inane topics that do not discuss anime there. People don't want /a/ to be a hang out place where people shitpost, similarly to most other boards.
2. No-topic boards like /bant/ or /b/ fit that niche, but have their problem that people on these boards often come in to ruin other threads for the reason that they want it on /a/, making it too an unfit hangout place.
The solution for that I proposed often times is either the creation of a dedicated random board for anime, or encouraging people that come in these threads to ruin it for others to stop that behavior.
