certainly as a group they're less educated on average and lower IQ but I can't speak to whether that's more genetic or the result of generally being lower class/income affecting each further generation's access to good schooling along with aforementioned culture involving a crab bucket mentality where they're seen as lesser for getting out of the hood
that alongside things like higher rates of alcoholism probably have a profound effect on the intelligence of the population at large
it's certainly possible that there's a biological factor but I can't attest to knowing how big an impact it has
