The greek word for dog in this specific verse is kunarion, meaning “small dog” or “pet dog.” Im not blowing smoke, you can compare this to any manuscripts. He's not using it in an insulting way.
Jesus is saying His duty was to the people of Israel, not to the Gentiles… yet (at this very specific point early on in his ministry.) Him taking time for the gentiles and his attention away from Israel, would be against His mission given by God. He's saying that God his father has given him his mission, and that Gentiles would hear the good news soon. In that way if Jesus turned to the gentiles (at this time in the ministry, away from his mission) would be like a father taking food from his children in order to throw it to their pets.
That's why he's saying "It is not right to take the children’s bread and toss it to the dogs." Because Jesus has come first to the Jew's this early into the ministry and then later once the Jews reject him as prophesied, salvation would be not just for them but for the gentiles as well
