Several Oktoberfest events in US are not degenerate, they try to keep them orderly and family friendly. They try to make it a cultural thing, "Let's learn about a foreign culture". So there is a lot of security guards keeping the drunks moving out after they spent their money on booze.
Also in US they have Beerfests over the course of the year which are Oktoberfest inspired but almost always adult oriented and never family friendly. Usually local brewers pitching their ale.
