Pretty obvious. Left are a bunch of poor countries and they probably don't get to play that many games or newer games for that matter, so every games seems like a good game to them. Right are all developed literate nations with high standards for artistic media.

They still do that, as well as review bombing things for political reasons, if the game is too hard, or any reason really. Chinese reviews always seems to be unanimous instead of a split between recommended or not recommended. They're a hivemind.
