I think that's changing, with insurance companies pulling out of FL entirely (and CA as well, with the wildfires.). And again, squats that can use a nail gun are unfortunately a dime a dozen, whereas masons who can lay bricks are not, and would cost more -- pennywise and pound foolish as they say; but that's the explanation.
If anything it points out some stupidity with the insurance market; building in tornado or hurricane zones without proper engineering apparently hasn't had the risk correctly calculated, and so it goes.
