What he said in that document is that all people, including people in a state of persistent mortal sin (such as homosexual sodomites) can recieve blessings, which has been the stance of the Catholic church forever. When I am in a state of mortal sin, and cannot take communion, the priest gives me a blessing instead of the Eucharist.
