It doesn't have much to do with impulsivity, rather neuroplasticity. While heavy drug abuse does lead to cognitive decline it's really hard to even fall into if your brain doesn't even get used to the negative effects that comes with. I don't know why this isn't common knowledge but things like the BDNF neurotropin are highly heritable and is basically a genetic predisposition to addiction and depression.
