When you eat food for example you do not specifically control the muscles in your hands, mouth and throat, you simply identify the food you would like to eat, and choose when and how to eat it, and the cerebellum does the rest.
So when you conceptualize a plan to self-harm your cerebellum just doesn't get it. It does not understand what you want it to because it is not trained to self-harm.
It is however stupid and prone to manipulation, so you can trick it. You can't instruct it to jump off a building, you CAN instructed to both stand on the ledge of a building, and seperately to jump forward by a meter or so. And thus you are able to kill yourself, but only if you do not directly instruct yourself to do it.
