step 2 is realizing that you can't just stop people from consuming culture: they want to watch tv and movies, play games and listen to music and they will never live a taliban lifestyle of staring at a wall in silence; they are also very unlikely to deliberately avoid new stuff being promoted to them and go out of their way to dig up much older culture (a tiny percentage might do this but most won't)
step 3 is realizing that the only way to resolve the problems from steps 1 & 2 is to make new culture that's a more appealing alternative to the slop being pushed by the establishment (if you don't provide it, the establishment will and you will lose by default)
step 4 is acquiring the skills, tools (thankfully most are free) and knowledge necessary to make counter culture on your own; here is a very good starting point with lots of info:
